The Summer Program on Parliamentary Democracy in Europe is organised by the Luiss School of Government together with the Horizon 2020 Project RECONNECT and in cooperation with Luiss Centre for Parliamentary StudiesCEUR FoundationInternational Political Science Association (IPSA)SciencesPo - Centre d'études européennes, and ULB, Université Libre de Bruxelles.

It was previously co-financed by the European Commission through EACEA (the Education, Audiovisual and Culture Executive Agency), as Jean Monnet Module (2016-2019).

The Summer Program intends to cope with one of the challenges constitutionalism and representative institutions are currently facing in Europe and beyond, namely democratic decay and rule of law backsliding. By bringing together an interdisciplinary group of renown international scholars, in particular in the fields of constitutional and EU law and in political science, as well as professionals, the Summer program will try to untangle the following problematic knots: how and why did phenomena of constitutional retrogression are taking place now? Which actors, at domestic, European and international level contributed, directly or indirectly, to the rise of 'illiberal democracies'? What are the basic tenets of constitutional democracies and when do they become "democracies disfigured"? and with which legitimacy contribute to the define the arrangements for parliamentary elections? If an how the rule of law backsliding can be remedied and by whom?

With this regard, the timing of the Summer Program is tailored to intercept also the debate emerging at European level, following the appointment of the new Commission, with a view to analyse the EU institutional agenda dealing with rule of law problems, and to critically examine the impact of the many national elections taking place in the second half of 2019 and in the first half of 2020 on parliamentary democracy in the broader European context.

Fees

  • € 1.150 without accommodation
  • € 1.600 including accommodation (check in on Sunday before the start of the Summer Program's attendance, check out on Saturday after the end of the Summer Program) 

Partner universities and Luiss students will receive a 15% tuition fee reduction

Early bird applications will receive a 10% tuition fee reduction (Applicants who complete the enrollment and payment)

  • Academic program and reading materials
  • Free Internet access
  • Guided tour of the Italian Chamber of Deputies and Senate and social activities
  • Free shuttle bus among Luiss Campuses
  • Access to the university's facilities (cafeteria, canteen, library, the Language Café)

(students have a special discount for eating at the canteen, each meal costs about 8 euros for student)
