Person Bio

Mark Thatcher is specialized in comparative public policy. Before coming to Luiss, he was Professor of International and Public Policy, London School of Economics. He has been visiting professor at Sciences Po, Paris and Fellow, European University Institute, Florence. Previously, he obtained First Class honours in PPE at Balliol College, Oxford, then qualified as a Barrister and gained his doctorate at Nuffield College, Oxford.

Thomas Christiansen
Motto

Thomas Christiansen is Professor of Political Science and European Integration at Luiss University, Rome. He previously held positions at Maastricht University, at the European Institute of Public Administration, at Aberystwyth University of Wales and at Essex University. He is Executive Editor of the Journal of European Integration and co-editor (with Sophie Vanhoonacker) of the ‘European Administration Governance’ book series at Palgrave Macmillan. He has published widely on different aspects of European Union politics. He co-authored, with Emil Kirchner and Uwe Wissenbach, The European Union and China (London: Palgrave, 2019) and co-edited, with Emil Kirchner and Han Dorussen Security Relations between the European Union and China (Cambridge: Cambridge, 2016). The Contestation of Expertise in the European Union (London: Palgrave), co-edited with Johan Adriaensen and Vigjilenca Abazi, The Making of European Security Policy, co-edited with Roberta Haar, Sabina Lange and Sophie Vanhoonacker (London: Routledge) and Security Relations between the European Union and Asian Partners, co-edited with Emil Kirchner and Tan See Seng (London: Palgrave) were all published in 2021, followed by the publication of The Routledge Handbook of Parliamentary Admnistrations (London, Routledge), co-edited with Elena Griglio and Nicola Lupo, in 2023. In the period 2019-2023 he was academic coordinator of the EU-funded research network EAST (EU-Asia Security and Trade Relations) involving seven universities and think tanks across three continents.

Veronica De Romanis

Veronica De Romanis studied economics at La Sapienza University in Rome and Columbia University in New York.  She was a Member of the Council of Economic Advisors at the Ministry of Economy and Finance, for over twelve years. She currently lectures on European economic policy issues at Stanford University in Florence and at Luiss in Rome (Department of Political Science, School of Government and MBA Program). She is a Member of the “Osservatorio per I Conti Pubblici” in the Cattolica University in Milan. She has been an Independent Director of the Board, President of the Risks Committee of Cementir Holding from 2015 to 2023.

She is an advisor to the Minister of Economy and Finance on the Reform of the European Economic Governance. She writes on Italian Newspaper. Last books: “Il Pasto Gratis” (2024, Mondadori).

Maria Rita Testa

Maria Rita Testa is associate professor in Demography and Director of the Undergraduate Program in Political Science at Luiss University, Rome, Italy. She earned her Doctorate in Demography from the University of Florence and two Habilitations in Demography and Social Statistics, the first conferred by the Vienna University of Economics and Business, and the second from the Italian Ministry of Education, University, and Research. Prior to her current position, she was research scholar at the Vienna Institute of Demography of the Austrian Academy of Sciences and adjunct professor at the Vienna University of Economics and Business. She held the Fernand Braudel Senior Fellow position at the European University Institute (Fiesole) and was advisory board member in the European Doctoral School of Demography. Her research has been published in well-known international journals, like Population and Development Review, and she is part of the editorial Board of several Journals among which GENUS, a Journal of Population Sciences.

Gian Paolo Manzella
Motto

Gian Paolo Manzella, currently Senior advisor at the European Investment Fund, has a wide ranging experience in the field of industrial policy, both as councilor and regional minister for economic development in the Lazio Region (2013-2019) and undersecretary in the Italian government in the same field (2019-2021). In his public roles he has followed legislation and promoted investment programmes on startups, creative industries, attraction of investments, female entrepreneurship. He writes on EU policy issues both in legal reviews and in the media. Currently his interests are in the areas of historical development of EU industrial policy and strategic autonomy, with a main focus on critical raw materials, startups and Venture capital, economic security and foreign direct investments.

Marcella Panucci

Marcella Panucci is Chief of Cabinet to the Ministry of University and Research and Adjunct Professor of Industrial Policy in Europe and of Law and Public Economic Regulation at Luiss Guido Carli University. In 1998 she worked at the Directorate General for Competition of the European Commission. In 2011 and 2012 she was Chief of the Technical Secretariat and Economic Adviser to the Ministry of Justice. From 2012 to 2020 she served as Director General of Confindustria and from 2021 to 2022 as Chief of Cabinet of the Minister for Public Administration. She was member of the Corporate Governance Committee of Borsa Italiana, board member of Il Sole 24ore and Banca Widiba, member of the Management Committee of the National School of Administration (SNA), of the Expert Group on Public Administration and Governance of the EU Commission and of the Italian Counsel of the Economy and Labour (CNEL). She is currently Supervisory Board member of Human Technopole and board member of the Cotec Foundation. She is the author of several publications in the field of Law and Economics.

Francesco Salerno
Motto

Francesco Maria Salerno is Managing Partner of the firm’s Brussels office.

Francesco Maria has extensive experience in EU law, having acted in several matters before the EU Commission and the courts in Luxembourg. Besides representing companies in antitrust matters, Francesco Maria assists on cases arising from state measures such as aids, regulation in sectors covered by EU harmonization rules (such as digital, energy, transports, postal services, banking and finance), as well as other state measures -impacting the freedoms guaranteed by the internal European market.

He joins the firm after 18 years with a leading international law firm where he began in 1999 working in its Rome offices. In 2005 he transferred to the Brussels office of the same firm, and was appointed a Senior Attorney in 2010.

After earning both Masters and Ph.D. degrees from the London School of Economics, Francesco Maria continued his academic and research interests and several of his articles and essays on State aids, independent authorities and antitrust issues have been published by prestigious, European and American legal publishing houses.

He speaks Italian, Spanish, French and English.

Lorenzo Cecchetti

Lorenzo Cecchetti is Postdoctoral Research Fellow in EU Law at Luiss University. He holds a Law Degree (magna cum laude) from Luiss (2015), a PhD in European Law from the University of Bologna, and a Doctorat en Droit from the Université Paris II (2021). He has been Trainee Judicial Clerk in the Chambers of Judge Prof. L.S. Rossi at the ECJ (2019) and of Justice S. Sciarra at the Italian Constitutional Court (2022-2023). His research interests are focused on EU Constitutional Law, EU Social Law, EU Internal Market Law, and EU Procedural Law and he is working on a monograph on the fundamental labour rights and the Charter of Fundamental Rights of the EU. He has been Visiting Scholar at Durham University and Academic Visitor at the University of Cambridge and the University of Oxford.

She has been visiting research scholar at the Institut des Sciences Sociales du Politique -École normale supérieure Paris Saclay- (Paris) and at the LSE- London School of Economics and Political Science (London).

Her research interests include cultural heritage legislation and art law.

He has been President of the UNESCO ICH Evaluation Body of World Experts and is currently a member of the UNESCO Global Facilitator Network. He has served as Head of Cabinet, Head of Legislative Office, Legal Advisor to the Italian Ministers of Culture, Environment, Agriculture, European Policies, University and Research. Job opportunities

Students will develop professional profiles for employment in the many fields related to public policy. PAGE offers a combination of analytical skills, knowledge of key policy domains and specific competencies. The two tracks provide specialisations to prepare for the employment in private and public organisations at the EU, national and regional or local levels, such as EU and international institutions, regulatory agencies, firms, voluntary arts and heritage bodies, local and regional development offices, consultancies, lobbying firms, and NGOs. Luiss has internship agreements with many organizations relevant for the master’s degree and Luiss alumni hold senior positions in many sectors. In addition, the program’s Laboratories and the Luiss Career Services Office help students to gain experience with organizations that recruit in public policy, with which Luiss has excellent links.
