Created in 2018 in partnership with the Ethics Foundation, the LocGov LAB is intended to apply the Public Rating methodology, conceived and developed by the Ethics Foundation, for the analysis and comparison of Municipalities and Regions. Through this scientific model, LocGov LAB evaluates the performance, transparency and integrity of Public Administrations in order to improve the efficiency of local institutions (Municipalities, Regions, etc.) and to enhance public institutions by actively involving their stakeholders (citizens, companies, associations, etc.).

The Public Rating is a tool for assessing and measuring the transparency, integrity and performance of local and national Public Administrations: the indicators are those required by current regulations and the methodology is that of the ESG sustainability indices, used on the financial markets. The Public Rating constitutes a concrete tool for both PAs and citizens and businesses, mainly for: innovating and improving the Public Administration; make a spending review based on the merit of the PAs; prevent corruption; provide operational support to the administrative machine; promote participatory processes.
