Double Degree in European Governance with University of Luxembourg
Program Highlights
The Double Degree program in Policies and Governance in Europe with Luiss University and the Université du Luxembourg offers a comprehensive education in European governance and global diplomacy. Graduates gain the skills and knowledge essential for successful careers in diplomacy, international organizations, and European institutions.
Program Structure
- the first year is carried out at Luiss (Rome, Italy);
- the second year is carried out at Université du Luxembourg (Luxembourg, Luxembourg).
If compliant with both universities’ rules and conditions, participating students will receive two degrees, one from Université du Luxembourg and one from Luiss University.
Program Fees
During your mobility year at Luxembourg, you will remain enrolled at Luiss and continue your payments to the university; therefore, outgoing students are exempt from paying tuition fees at Luxembourg.

Who can apply
The call for applications for the mobility year 2025-2026 is open to students enrolled in the 1st year of the Luiss Master’s Degree in Policies and Governance in Europe for the academic year 2024-2025.

There are 3 available slots every academic year.
Application Criteria (updated for the mobility year 2025-2026)
These are the criteria that you need in order to apply.
- Students are required to have passed all 1st semester exams by the deadline indicated in the Call for Applications (usually by mid-February)
- Weighted average grade equal to or above 27/30

English level: at least a C1 level (European Framework of Reference), certified by one of the following institutions:
- TOEFL iBT equal or above 91/120 IBT;
- IELTS min. 7.0;
- Cambridge: CPE; FCE min. grade A; CAE grade B/C;
- Duolingo: min. 125;
- Accademia linguistica Trinity School di Roma;
- Luiss Language Center;
- International Secondary School Diploma totally taught in English;
- Bachelor's Degree totally taught in English.
Selection Criteria
These are the criteria used to rank your application.
Eligible candidates will be ranked based on the academic performance and the criteria included in the table below. The academic performance is assessed based on the data available to the Student Office by the deadline indicated in the Call for Applications (usually by mid-February).

Registered ECTS credits | 33% | The academic score will take into consideration credits (excluding internships) registered by the end of the winter session 2024/2025. Please note that additional courses (corsi liberi) will not be taken into consideration. Credits from early exams will be counted but only up to the maximum score for this criterion, which is 33% of the total score calculation. |
English language level | 25% | Calculated according to 6 levels (from A1 to C2) of the CEFR standard |
Bachelor's Degree final grade | 5% | Starting from 100 and up to 110 cum laude |
Registered ECTS credits for internship | 2% | Credits registered in the current academic records for internship |
