The program aims at recruiting ambitious and motivated students, offering them the chance to learn in a world-class academic environment in a top-ranking school of law, specialized in the fields of European and comparative law.
The program is a tuition-paying program. In addition to tuition fees at Luiss, tuition payable to Utrecht University for the academic year 2025-26 is around €2,601. Please note that tuition does not include living expenses.

Application Process
The Call for Application is published on Early December 2024 and students will be able to apply starting from 8 January 2025. Further information on the deadlines are reported in the table below. Details regarding the application process that are not available in this web page, will be available in the Call for Applications 2025/26, uploaded in the 'Useful documents' section at the bottom of this page.
Who can apply
Students enrolled in the fourth year of the Single-cycle Master’s Degree in Law can apply to this program. According to their major, students can apply for:
- an LL.M. in Public International Law open to students majoring in Diritto Internazionale
- an LL.M. in European Law - General Track open to students majoring in European Law, Diritto Amministrativo
- an LL.M. in Law and Technology in Europe open to students majoring in Law and Innovation
- an LL.M. in European Law – track in European Cooperation in Criminal Matters open to students majoring in Diritto Penale and European Law
- an LL.M. in European Law – track in Law and Sustainability open to students majoring in Diritto Amministrativo, European Law and Law and Innovation
- an LL.M. in European Law – track in Law and Technology open to students majoring in Law and Innovation, European Law, Diritto ed Economia delle imprese
- an LL.M. in European Criminal Justice in a Global Context open to students majoring in Diritto Penale
- an LL.M. in Law and Economics open to students majoring in Diritto ed Economia delle Imprese
- an LL.M in Law and Sustainability in Europe open to students majoring in European Law, Law and Innovation and Diritto Amministrativo
Available slots
Every year a total of 12 students can take part in the program.
Requirements
Candidates for this program should meet the following requirements:
- Grade point average equal or above 27/30
- Credits: at least 180 ECTS
- as for English language, students must possess one of the following:
- IELTS Academic Module: Minimum score of 6.5 (overall) with at least 6 in all subscores.
- TOEFL IBT: minimum score: 93, with at least 24 in reading, 22 in listening, 20 in speaking and 20 in writing. The TOEFL institution code for Utrecht University is 9062;
- Cambridge English C1 in Advanced English (CAE): minimum score 176 total, with a minimum of 169 in writing
- Cambridge English C2 in Proficiency in English (CPE) - Minimum score: 180 total, with a minimum of 169 in writing
The language certificates must not be older than two years from the start of the mobility (August/September 2025). Applicants must meet the requirements using a single test.
Selection procedure
Luiss will select a shortlist of candidates based on a non-disputable evaluation of the academic profile and the motivation of the student. Utrecht will then select the candidates from the shortlist and will communicate results to Luiss in due time in order for students to register for the program.
Selection Criteria
The selection follows a 3-step process:
Step 1 | The eligible candidates will be ranked after the analysis of their academic performance (credits 53%, credits for internship 2%, weighted average grade 45%). The academic performance will be calculated on the basis of the data available to the Student Office by 12 February, 2025. |
Step 2 | An interview will focus on the motivation, the academic background and the previous international or professional experiences |
Step 3 | The partner Universities, analyzing the Luiss Commission ranking and the candidates’ dossiers, has the right to confirm the final ranking. |
